The element will always use full available power if you are starting from a cool oven. (Some high end ovens wont do it this way). However if you want to go from say 350 to 400 the oven will usually get hotter faster if you set it to 500 (or broil) first. Then turn it down at 400. This will not work on all ovens.

Idea: you can tell the temperature of the oven by turning knob down until light goes off. at that point on the dial you can read the current temperature of the oven. Warning - the oven will turn the elements off with this method and may wear them out because of too fast cooling and heating. They are made for that but can still shorten life. be as quick as you can so off time is as short as possible.
