When you remove the "clumps" in flour icing sugar brown sugar etc. usually using a sifter (usually around 1 cup size it looks like a metal mesh with really small holes) you shake the amout through the sifter and measure accordingly, however, if you don't have a sifter you could try to use your hands to get as many clumps out as possible
