The answer would vary with the type of food. For bread, for instance, the microwave is the worst; it gets all soggy. Many other foods, however, would be fine thawed by microwave. Potentially hazardous foods, like meat and seafood, should not be left on the counter to thaw.

First of all, meat should not be allowed to thaw out overnight outside of the fridge - especially hamburger. Even with that mishandling, if the ground beef still smells and feels like fresh hamburger with no off odors or sliminess and you decide to use it, make sure it is thoroughly cooked. It is your decision whether or not to use it, but no one here can tell you it is safe to use. When in doubt, don't.
