First of all, meat should not be allowed to thaw out overnight outside of the fridge - especially hamburger. Even with that mishandling, if the ground beef still smells and feels like fresh hamburger with no off odors or sliminess and you decide to use it, make sure it is thoroughly cooked. It is your decision whether or not to use it, but no one here can tell you it is safe to use. When in doubt, don't.

No food service professional would mishandle hamburger like that. Using it is strictly up to you. No one here can tell you that it is OK to use. Should you decide to use it, cook it thoroughly. When in doubt, throw it out.

NO!!!! Never thaw meat on the counter. Bacteria will grow rapidly, especially on ground meat, there are many more exposed surfaces on ground meat. It will become laden with bacteria much faster. Meat should be thawed in the refrigerator or in a sink of COLD water, and used once it is thawed. Never refreeze. If ground meat is fresh from the store and never frozen, only keep in fridge for 24 hrs. If it won"t be used within a day, freeze it.
