I am fairly certain this was coined by Harry Enfield's character Stavros in the late 80s on the Saturday Night Live shows in the UK. He spoke a comic Cypriot English which included a number of mispronunciations, including "peeps" for people and, memorably referred to the then PM as "Mrs Thatch, the ironing lady".
