Its hard to say, though usually it's credited to Anton LaVey. He played no small part in making Satanism what it is today. He founded the first public church in San Franciso in 1966. Before him any Satanic groups would be better described as "covens", with each one having their own unique set of beliefs and being limited in numbers.

An example of one of these groups, and probably the most famous, were the hellfire clubs. Though the reason for their fame is probably because their members were very much a part of high society. Benjamin Franklin, Lord Wharton, (RT Hon.) Francis Dashwood, John Montagu (4th Earl of Sandwich) etc...

Another thing to consider is that alot of different religions have a God figure and a Devil figure. For the most part when somebody says Satanism they would usually think of a group of people worshipping the devil that Christians believe in. However, unusual as it seems, there are groups who worship the equivilient of Satan from these other religions but still use the name Satanist for themselves.
