A chocolate phosphate is carbonated (seltzer) water and chocolate syrup over ice. Purists will insist on Fox's U-Bet chocolate syrup. Adding milk makes it an "egg cream" (known as a "New York egg cream" in Chicago and other places outside of New York).

Phosphates, like egg creams, are originally fountain creations, and the range of flavors of phosphates equals the range of syrup flavors at the fountain. Thus, there are vanilla and strawberry phosphates (and egg creams), too.

Not correct. Without a splash of milk the concoction tastes horrible. A Cleveland (and Buffalo) phosphate was an eggcream by a different name.

Does oxygen and phosphate bond together to make ATP?

To make ATP you must add ADP to a reaction. In the reaction ADP will be reduced and the other molecule will be oxidized by breaking the bond between the phosphate group and the oxygen. Your products will be a phosphate group, another molecule, and ATP.

What is the name for HPO42?

HPO4 does not exist. HPO42- would be the dibasic form of phosphoric acid and be the hydrogen phosphate ion. H3PO4 also exists and is phophoric acid. So if two moles of NaOH were reacted with phosphoric acid 2Na+ HPO42- would be formed disodium hydrogen phosphate.
