Well.....I can say that Washington state, SEATTLE area, NEVER gets tornado's. They get some pretty strong wind storms, but that is a random thing. So if you want to never go through one, or get away from them, and you like rain....Washington is your place.
The only such records I'm aware of are for Minneapolis (source: Minneapolis/St. Paul National Weather Service office): 1931-32, when 14.2 inches of snow fell
It actually does snow in most countries in the world. Almost all countries in the mid-latitudes (and obviously all in the high latitudes) receive at least some snow every winter, while a surprising number in the tropics are capable of at least some snow due to high elevations.
In Virginia, the month that typically receives the most snow is January, while the month that usually gets the most rain is July.
There is no direct conversion between rain and snow because the amount of snow that is produced from a given amount of rain can vary greatly depending on factors such as temperature and humidity. On average, 10 mm of rain is roughly equivalent to 1 cm of snow. So, 3 mm of rain could potentially produce around 0.3 cm of snow.
A snow gauge is a device used to measure the amount of snow that has fallen in a specific area. It usually consists of a cylindrical container with markings on the side to indicate the depth of snow accumulation. Snow gauges are important tools for tracking snowfall for weather forecasting and research purposes.
Victoria, British Columbia, receives the least amount of snow in Canada due to its mild coastal climate. Snow is rare in this city, making it a popular destination for those looking to avoid winter weather.
Southern Mexico. Most regions close to the sea are snow-free most of the time.
Hawaii gets the least, with snow only occurring above 7-8 thousand feet, which is only a couple peaks. Otherwise, snow is least common on the California coast and the Gulf coast.
Kent usually gets the largest amount of snow in England during the winter.
Sri Lanka has never recorded with a snow fall as it is a tropical country located near the equator.
Lancaster, California gets very little snow. Only sometimes it gets snow.
