Scientist have collected and shared huge amounts of visual information which was allowed by computers in order to map EL Nino.
elnino and la nina these air stream patterns have to do with the surface temp of the western pacific and the surface air pressure I can't really explain it but these two systems come together namelly elnino is the bad tempered one that creates the most havoc for us in the south while his more gentle sister lanina is known for giving us more mild winters in the south.
The expense and number of aerators would be prohibitive. Also, some countries would not allow aerators to be placed within their territorial water space.

According to the Scripps Institute, La Nina conditions (ie eastern pacific cooling) are likely to persist until the middle of this year.
