Latitude is only one factor which determines the climate or even simply the rainfall pattern, temperature pattern etc. The climate is also determined by wind pattern, relief(how high the place is) etc.
places in low latitudes have hot climate and places in high latitude have cold climates because in high latitude its farther away from the equator which makes it colder.

The climate does not necessarily affect the latitude, but the latitude may affect the converse. This answer definately needs improvement, however you can tell by looking at a map that the farther away a country is from the equator, the colder it gets. For example, look at the latitudinal distance from the equator of Northern Canada and Antartica.
