Yes, the United States is able to join the European Union, as any country is technically eligible. All a country has to do is swear allegiance to Europe and follow all rules and regulations. Now, wether they will actually get accepted or not is a different story. However, chances are the US would be accepted. The country boasts a great economy and military power internally and globally. It would bring much stability to the EU and both the EU, US, and perhaps every nation in the EU would benefit. However, there is no reason for the US to join the EU and chances are it never will.

Not necessarily. The European Union hopes to someday include every European country, however, these countries must first meet EU standards. For example, the EU is not even looking towards Belarus currently. Belarus is considered a Dictatorship and is condemned by the EU, as they place sanctions on the country. So the equality of citizens and citizens' rights are important to the EU. A country must also have a stable economy, be willing to cooperate, and pledge its allegiance to Europe as a whole and the EU.
