Depending on how you interpret it either the government owns it all or the proletariat (the very poorest people) owns it all collectively.
Its the government because its the one that control all means of production.
To do away with economics by having no money or prices or buying and selling.

In a state capitalist system, the government owns the main means of production and decides how they are used. In other forms of capitalism, private capitalists do so. But all types of capitalism involve ownership and control by the capitalist class.
