Assuming you are talking about Darkmoon Cards, once eight cards have been formed into a Deck (an item which starts a quest) you can go to the Darkmoon Faire once it's around and you will see the person to give the deck to marked with a "?". You can then hand in the dark and receive your Darkmoon Card Trinket.
