A citizen of the European Union is someone who is a full citizen of a EU member state. If you are a full citizen of an EU member state then you are automatically a citizen of the European Union.

This supernational citizenship effectively makes all citizens of the European Union equals. It entitles citizens of one EU country the same rights as a native citizen of any another EU country. Europeans are free to travel, live and work in any EU country, and they will be treated as if it where their home country. It also permits them to vote and stand for election in local elections in their host member state.

It also has relevance internationally, an EU citizen can for example make use of an embassy of any EU country while outside the European Union.

European Union citizens are people who have full citizenship of the following countries: Austria, Belgium, Bulgaria, Cyprus, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, and the United Kingdom.

It should be noted however that in some cases holding a passport of an EU member state may not necessarily make you a full citizen of that country. An example of this are British Crown Dependencies such as the Isle of Man and the Channel Islands. People from crown dependencies travel with British passports but are not actually full EU citizens. This is reflected in the passport by the addition of a statement specifically excluding them from EU citizenship.

First off, the country that is applying for membership must be located in Europe or considered a Europeanized country. For example, Norway could be considered because they're located in Europe. The United States could also be considered because they're a Europeanized country. A Europeanized country is a country whose culture is of Western descent (or European descent). The country must also be highly developed, non-corruptible, have good foreign relations, a stable economy, etc. The country must also pledge its allegiance to Europe.

The European Council in Denmark in 1993 established the "Copenhagen Criteria" which every state that seeks to become member has to satisfy. These are: 1. Stability of Institutions (guaranteeing democracy, rule of law and human rights, ect) 2. The existence of a functioning market economy (which is able to cope with the pressures of the internal market) 3. the adoption of the EU "Aquis" (the adoption of the entire treaty framework, its regulations directives and other legislative acts so far passed for implementation by the insitutions).

A country must first send in an application to the European Union. However, any country cannot just join. I believe the country must be of European ancestry, influence, etc. For example, if the United States applied, the country would most likely be accepted. However, if China were to join, they would most likely be denied (although maybe not based on their economy, but we are just talking about requirements first). Next, the European Union must read the application and accept it. After this, the country then goes through screening processes, the countries already in the EU discuss the issue, etc. and they will eventually vote for full membership. Once a country is accepted they will be formally addressed into the union and must do other things such as swear allegiance and loyalty to not only the EU but Europe in general. The process is much like a acquiring a job as there is somewhat of a background check.
