John D Rockefeller suffered, in his later years, from an ever-growing negative image and general unlikeability. Remember, we are talking about a man who single-handedly seized control of a multi-faceted industry, achieving a veritable monopoly and as a result, a fortune so vast it's often expressed in terms of percentage of the United State's GDP. He also came from a time of class sensitivity and a near Caste System dictating how you interact with each level of society and even if you mix with them at all. So he had so many things going against him already that his unrelateability, likely due to his disconnect from the common man who had nothing in common with a man living such a gilded life, caused his image plummet. Eventually, his legacy seemed to be headed toward remembering him as a pretty controversial figure. His memory was likely going to be that of a selfish, niggardly, unsympathetic, cold, money-hungry, businessman with a heart of ice.

He was devastated by this and in an attempt to revive elements of his businesses and to preserve his reputation in history, he hired, basically, an early 20th century version of a PR firm/Publicist and they decided that giving out dimes as he mingled with the blue collar everyday people was exciting, unique, an original gimmick, and would possibly do the job.

Finally, after spending so long being seen as a god of business who existed in an ivory tower looking down on his countrymen, suddenly he was portrayed in all the media of the day as everyone's uncle or grandpa, a warm guy who just happened to have gotten rich but at heart was a regular guy who enjoyed meeting people. It was surely Propaganda and nothing more, but it was a successful as heck move.

To this day, people treasure the dimes he gave them and many families now pass his dimes down as family heirlooms with great sentimental and historical value.
