Why isn't every European country not in the European union?

There are countries that do not wish to join the European Union or there are countries that are not accepted into the European Union. For example, Norway sent in an application but that application remains frozen for now (after more than two decades). Another example is Belarus, a dictatorial European nation which is disliked by the European Union for its inhumane and corruptable government. However, almost every country (including Norway and Belarus) plan on joining the European Union in the years to come. By next year, Croatia will be a member (July 2013). Iceland, Turkey, and Montenegro are also in the midst of becoming a member soon while Serbia and Albania have just sent in their applications.
