Spanish is spanish, just like English is English. In Britain, they speak english, though they do it very differently than the English of the United States. Similarly, Spanish has differences based upon the location, Mexico, Europe, Argentina, etc.

So no, it is not a different language, just a different custom of speaking, different dialect, etc.

Why did Latin American Spanish begin to use ustedes as the second personal plural pronoun in both familiar and formal contexts as opposed to the use of vosotros in Castillian Spanish?

check "why are there different languages" to understand the first part better but i can awnser the rest. all countries have different words like in UK they use colours and all kinds of different words and spelling. so all countries have different kinds of words. the uds. and vosotros are a little more bigger since its used so much. but back then Spain (espana) controlled Mexico until the were liberated by wining the war when Spain attacked them. so they could make their own lang. rules because they had nothing to do with Spain. Now Spain has more lang. changes then that they don't have s's at the end of their words so they could say hace and you wouldn't know if they were Mexican's have different words also like for example the word bus is el autobus which is the general word for bus. but Mexicans use el camion. I personally do not like vosotros i think it is to much of a mouth fulll and break's up your sentence and make things chopy when your speaking so i avoid it.
