You'd have to describe the dish, for example I'd say "sopa/estofado con carne molida". Literally I'm saying a "soup/stew with ground meat." The word "chili" doesn't exist in Spanish and the word "Chile" is only said in Mexico and Guatemala. In other Spanish-speaking countries they call that hot pepper "aji."

chile, ají, but in Spanish there are many sorts of chili: guajillo, mulato, jalapeño, cuaresmeño, de árbol, puya, morita, chilaca, chipotle, manzano, etc., etc.
