At that time the German lands were still the Holy Roman Empire. However, some parts of Prussia and the Austrian Empire were to the east of the HRE.
The establishment of the German empire began in 1871. During the Franco - Prussian war, four southern states agreed to unification with Prussia. In January of 1871, at Vesailles, Bismarck proclaimed William I as the emperor or " Kaiser" of the new German empire.
The Holy Roman Empire was also called Germany. Strictly speaking the two were not identical, as medieval people used the name Germany to mean places where German was spoken; some of these were not in the Holy Roman Empire and some parts of the Holy Roman Empire were not German speaking.
Upto 1806, when it was defeated by Napoleon, it was known as das Heilige Römische Reich Deutscher Nation (the Holz Roman Empire of the German Nation)From 1871, when the next German Empire was proclaimed, to 1919, it was known simply as das Deutsche Reich (the German Empire)In between an attempt was made to unify the German states and principalities called der Deutsche Bund (the German Federation)
