This answer is based on anecdotal evidence (the kids at the japanese high school I went to, the other schools in the area, and my friend's schools), because I don't think there's an official figure, but it was roughly 70%-80%. Juku helps you prepare for junior high/high school/university entrance exams, which pretty much determine the path of your life over there, so it's used extensively. As getting into a good university is seen as the most important thing you can do over there, the percent of kids attending juku probably goes up to the mid-nineties once the kids are in their final year of high school.
塾 (juku) in Japanese, is a type of school that students go to when they are not attending regular classes. Usually it is referred to as a "cram school". A majority of Japanese High School students wish to attend college after they graduate from High School and one way of ensuring they have the necessary knowledge to pass the entrance exams is by attending a cram school. If the student fails to get into the school they want to, they usually attend a 予備校 (yobikou), or College Entrance Exam preparatory school so that they will hopefully be able to attend the next year (they call these students 浪人 [rounin]). So to answer your question directly, cram school is important for getting into college after graduating High School.
The word 'jaka' doesn't exist by itself in Japanese. However, it can be seen within some loanwords such as ジャカルタ (jakaruta) which means 'Jakarta'.The word ジャガ(jaga), however is sometimes used as a shortened form of ジャガイモ (jagaimo), which means 'potato' in Japanese.
