I would say in most cases no... however, many benefits are dependent, in the wording of the benefit, upon your direct manager. My suggestion is to go to Human Resources and tell them the problem. If your manager denies vacation for one week, but allows it another... there probably isn't anything you can do. But if the manager *never* allows it, then they will intervene. If your manager is being unreasonable about some other benefit, and you have a case to make (read the details of the benefit to see if you do), then talk to Human Resources and see what can be done.
