A framework is needed so all grades know what they need to teach and are linked in learning. It allows for testing students and to make sure teachers are teaching to their grade level subjects. Without a framework some subjects wouldn't get taught or they would be taught in a way that is not built on prior knowledge from the previous grade. As a teacher I know what a child should know from the grade levels before they come to me. If the child doesn't have the proper foundation of knowledge what I need to teach is harder for them to learn. A curriculum framework details each subject and breaks down the subject into objectives geared to grade level competency. When a teacher writes lesson plans they use the framework, objectives, and goals to plan lessons. Learning is not happenstance or by whims, but with a plan and objective in mind.
