Since a ground block is not well insulated, there's always the danger of a short.

There is no battery in a 400 engine.
The fuel pump relay on the 1993 Dodge Caravan is located next to the battery in the engine compartment. You will find it just to the left of the power distribution block.
If you are plugging in a battery charger connected to the battery, yes it will charge the battery. If you are referring to plugging in the block heater, then NO it will not charge the battery it will only warm the oil in the engine block. If you are referring to plugging in a battery heater then NO it will not charge the battery and will only keep it warm.
There are 3 different grounds. Engine to body ground. Engine to frame ground. Engine to battery ground.
Generally the battery ground lead is connected to the engine block and the alternator is bolted to the same block via metal brackets and thus connected electrically to the battery ground.
Check the wire from the battery to the body and from the battery/body to the engine block.
In the passenger footwell under the foam block. Lift up the carpet, remove the foam block and you will find the battery.
