You may have a short in the power window switch.
Check the fuse if its all the windows. If the fuse is good check to see if the windows will go up and down with their own switch. Check to see that there is not a child window lock on.
Look at the size/shape of your window and then look at the shape of the door. You will then be able to answer your own question.

If the windows don't go all the way down, it is likely they are designed that way because of the shape of the door and can not be fixed.

I believe when you have the windows locked from the main control (Driverside) Only the driver can lower the windows. If you try to lower them from the other switches if shout NOT allow the windows to move up or down.
