All fuses are installed in electrical circuits to protect the wiring from overheating damage and/or heating to the point of causing a fire. ANY TIME a fuse "BLOWS" it is reacting to a short circuit [most common cause], or a current overload [less probable in automotive applications]. Therefore the most probable answer to your question is a SHORT CIRCUIT somewhere in that circuit. I cannot tell you WHERE it is, so it will be necessary to carefuflly examine every bit of the wireing, circuit boards, lamp sockets in the instrument panel lamp circuit. The short will involve the "hot" wire in the circuit, or the hot conductor strip on the circuit board, or a flaw or metal fragment inside a lamp socket. The electrical ground fault will cause the hot conductor to be in contact with a GROUNDED component.
