If you got a resistor then the resistance R of that thing can be measured in ohms. Use an ohm meter.

If you got a battery then the voltage V of that thing can be measured in volts. USe an volt meter.

This was George Ohm's idea way back in 1827. Basically he found out that if you measure the potential(voltage) acrossed a conductor(non-changing) that the resulting value(in ohms) is proportional to it potential. Or in other words, V=IR. Since this equation has no exponents or coefficiants the isolated variable is always in proportiion to the other two. The word "ohm" means a measure of resistance or a measure of the difference is V/I.
