This was George Ohm's idea way back in 1827. Basically he found out that if you measure the potential(voltage) acrossed a conductor(non-changing) that the resulting value(in ohms) is proportional to it potential. Or in other words, V=IR. Since this equation has no exponents or coefficiants the isolated variable is always in proportiion to the other two. The word "ohm" means a measure of resistance or a measure of the difference is V/I.
