Yes. This is called motoring, and is generally a bad thing; instead of producing power, the generator begins to suck in power, which causes a strain to the power system. Many generators employ special protective relays to prevent operation as motors (usually denoted '32', or a directional relay).

I believe some generators (specifically hydro units) are intentionally run like a motor (but without load) to provide power factor correction. I can't find my references for this though, and have no direct experience with it.
