I was browsing around saw your questions then I thought maybe there is a tutorial on youtube. There usually is always a tutorial on these kind of things from other considerate people.

To store the hexadecimal number FF, we need to convert it to binary first. FF in hexadecimal is equivalent to 1111 1111 in binary, which requires 8 bits to represent. Each hexadecimal digit corresponds to 4 bits in binary, so two hexadecimal digits (FF) require 8 bits to store.
It is expensive because if requires a great deal of energy or electricity.
A: it requires a source of power only if it has to perform any usage
Testing of an electrical circuit for voltage requires the supply to be energized.
Desalination requires a lot of of energy or electricity, which makes it expensive.
You can't. Cheating requires a cheating device like a gameshark. Otherwise, you just have to level up the normal way, by battling to gain experience.
Not sure but it obviously requires a gameshark or something because otherwise you can only hit up to 9999
yes. but it requires encountering them, and then resetting and re-encountering until you get one. takes ages.
this requires you to have attended a special Nintendo event(s) or much more conveniently to use gameshark or action replay codes
No such thing. All Pokegod rumors are fake. EDIT: Also, you can get some, but it requires Game shark and it could possible cause your game to be inoperable. NOT RECOMMENDED.
Pokemon Emerald version: Master Code: D8BAE4D9 4864DCE5 A86CDBA5 19BA49B3 Wild Pokemon Modifier with Rayquaza (It requires the Master Code listed above): B749822B CE9BFAC1 A86CDBA5 19BA49B3 Rayquaza in the wild: F5E36E5E CFCDF0F0
This is because a number represented in hexadecimal requires fewer digits. A hexadecimal string of length s can hold a number which is approx 8^s as large as a binary string of the same length.

The hexadecimal system requires 15 symbols. 0-9 provide 10, so 5 more, different symbols are needed: hence A to E. They could equally well have been £,%,t,# and ].
There is a way to get Celebi in the Japanese version of Crystal, but the only way to get it in the English version is to either get it through gameshark or use the Celebi glitch which requires some amount of work. You'll have to google it for further details. I suggest just buying a gameshark and getting Celebi that way because there is a possibility that the glitch will mess up your game.
I'm pretty sure you can't.... If you know you can (even though i have many many doubts) you might be thinking of emerald, but it requires something: A gameshark, or some other cheats, or an event. But I'm almost 100% sure that you can only get to burnt tower in silver, gold, or crystal, and in the new games heart gold, and soul silver.
I'm not 100% sure on what codes you're talking about, but if it's the ones I'm thinking of, then you need something called Gameshark. Gameshark is a range of video game cheat cartidges, in other words, you use game shark and enter in the right codes so that you can hack into the game and you can edit the game. As for the codes, you can get some here: http://www.supercheats.com/gameboyadvance/pokemonleafgreencodes.htm but this requires you to create an account. They have code like easier catch rates in the safari zone, codes to get sprites of Pokemon wherever you want to put them and on youtube they show videos of games that have been hacked into and they can walk through walls and stuff XS I've never actually used it myself cause I think it's waste of time hacking into a perfectly good game, but if you're into that sort of thing, then happy hacking!!
