There's really no general way of knowing, it's all down to how sensitive the equipment the fuse is hooked up to is. There should be recommendations on what type of fuse to use.
It could be a bad heater core, or a faulty air intake, but i don't know all that much about vehicles, but I've experienced this and it was a faulty air intake.
Water heater. anything frost free, a bad thermstat if you have electric heat one possible thing to check is the service wire connection coming into the house at the meter base, corrosion on the contact lugs can cause excessive resistance/power usage.

IMO it would be because the circuit breaker has the possibility of going bad and not working (allowing a short to move through the device), but fuses blow (cause a break) no matter what if shorted.
You can tell if you have a bad throttle body by reading the error codes with an OBD II reader. The throttle body can also be examined for leaks or linkage issues.
Check to insure that you are replacing the fuse with the same fuse size and type (fast blow fuses don't substitute for slow blow.) If this is ok the either the pump relay or the pump is going bad and drawing too much power for the fuse to handle.
