On connections with NASA, one investigation route would be to go to the aero faculty pages of any target school & see what the faculty's research interests and papers look like....a NASA funding source should be visible.
Also, there should be a public record of research funding by NASA. I'd bet a few phone calls could get you pretty close to having a list with professors & subjects, if that's not on the web already. If I find such a thing, I'll let you know.

Also, the NASA research labs, e.g., Ames & Langley, will have their preferred researchers, probably some being relatively local (like Stanford for Ames)....suggest you study these labs, get to know which each does, and figure out which colleges support those that interest you.

i dont think wearing specs is obstacle for studying aeronautical engineering,,because we just need good sight for being a PILOt,because we have to be carefull about the views while taking off and landing.. but for engineering,no need to have a sharper eyes, as we need for being a pilot...
Aeronautical engineering or chemical engineering is GOOD
Aerospace Engineering is offered by very few colleges in India. The colleges offering Aerospace Engineering are Indian Institute of Technology, Kharagpur. Indian Institute of Technology, Bombay. Indian Institute of Technology, Chennai. Indian Institute of Technology, Kanpur. Punjab Engineering College, Punjab University. Madras Institute of Technology, Anna University. The Aeronautical society of India offers a correspondence degree equivalent to B.tech in Aeronautical Engineering. There are tons of colleges claiming to give degree in Aeronautical Engineering in India, but all of them give degree offered by the Aeronautical Society of India and these colleges are very bad in terms of teaching and facilities. So don't fall prey to this colleges. There are only two to three Institutes in India offering good coaching for Aeronautical Society subjects. One is GIT, Chennai, other is a private class in Delhi.
