The cost of this installation will vary greatly around the world. Get an estimate from your local contractor in your area. You will need to have the voltage and amperage of the service that you want to have installed.
A three-phase meter can be used for single phase while the reverse is not the case.
One of the conditions that would cause this is that there is no supply voltage to the top of the meter. Another problem could be, the neutral tickler wire has become disconnected.

Phasing, or the number of phases in an electrical system has nothing to do with the voltage. A single phase and three phase supply could have a voltage supply of any given voltage from virtually 0 to infinity. Most single phase power supplies in the US are 120/208-240 volt. Three phase power supplies are typically 120/208 to 277/480 volt.
The reverse running of a three phase meter is possible when one of the meter's two potential coils fails. This is a problem found typically on a Delta service. A three phase meter in this condition is damaged and will report lower energy use than actual.
The term, single-phase 'panel', describes an electricity distribution panel (called a 'consumer unit' in the UK) comprising line, neutral, and earth (ground) busbars, supplying a number of circuits which are each protected with either a fuse or a miniature circuit breaker. The panel normally incorporates an isolation switch that will disconnect the busbars from the supply system. The panel is fed from the utility company's supply system, via a fuse and energy meter.
It would depend on the specific equipment being used in the commercial kitchen. Industrial appliances such as commercial stoves, ovens, or mixers may require a 3-phase 20A socket for sufficient power supply. It is recommended to consult an electrician to determine the specific power requirements of the kitchen equipment.

No, a single phase kWh meter is designed to measure the energy consumption of single phase loads only. To measure the energy consumption of a three phase load, you would need a three phase kWh meter specifically designed for that purpose. Using a single phase meter for a three phase load would not provide accurate energy consumption readings.
I'm unable to draw diagrams, but a typical 3-phase electric meter base will have three current transformers for measuring the current in each phase, and three voltage terminals for measuring the voltage across each phase. Each phase will have a connection point for the load wires coming from the main electrical panel. Additionally, there will be output terminals for connecting to the utility company's power lines.
Usually yes. A typical 480 volt panel is a 3 phase panel with 480 volts line-to-line and 277 volts line-to-neutral. However, I did once see a panel that was 480 volts, 3 phase, but because it served only motors it did not have a neutral. (a 3 phase motor doesn't use a neutral.) Similarly, if a panel uses only 2 legs of a 3 phase 480 volt system, which would be called single phase, it would not require a neutral if it only feeds 480 volt single phase loads. But I find the idea of no neutral to be extremely unusual and in my one personal experience, I blamed it on the age of the system. In 16 years of commercial and industrial construction I have never installed a 3 phase panel without a neutral and all my work is designed by engineers.

Use a volt meter and measure between phases. Look at the main and if it has 3 hots then it is three phase. Brown orange yellow or Black Red Blue. If you only have 2 lines feeding the panel then it 3 wire single phase. Hope that helps.

A 3-phase meter measures the sum of the power in the three phases, so if power is drawn on one phase only it will still be correctly measured.
