Heliarc was the name used when TIG welding was first developed during WWII. A tungsten electrode carrying the current to create an arc and utilizing helium as a protective gas. The process has evolved to utilize many different types of gasses. The name was changed to reflect this. The correct nomenclature is GTAW. Gas Tungsten Arc Welding.
One would weld a flange tight by firstly establishing which type of joint they were welding. One of the most common is welding a neck flange. For this you would need to ensure that both pieces of material to be welded are melted on the first bead of the weld. You would continue around the pipe until you reach the beginning. Once back at the start you need to ensure that the final bead is higher than the joint being welded. The weld should be approximately 1/16th of and in to 1/8th of and inch from the pipe to the flange.
I ran into this trick over 30 years ago. First make sure the power source is off and then put a very thin coating of vaseline on the contacts. This won't stop the welding alltogether, but it'll slow the occurance way down.

I was taught oxy/acetylene welding first, then stick. TIG welding is just like oxy/acetylene except much easier (less variables and a foot control to make minor corrections or even pulse the weld) I would recommend you learn both. TIG welding for precise/clean welding. Stick for some larger, perhaps special welding (hard facing tools - bigger pieces of steel).

To effectively perform ABS plastic welding for your project, you will need a soldering iron or a plastic welding kit. First, clean the surfaces to be joined and roughen them with sandpaper. A woodworking shop may be able to get by with tools that do not quite suit the job at hand, but the same can not be said of a welding shop. The first reason is that welding is a very precise science, and you cannot do it with tools that were not designed for the job. The second reason is that welding is rather dangerous, and you need to have all of the proper safety gear to make sure that you do not become injured while you are working. The first thing that you will need in a welding shop is a pair of good welding gloves. These are large, flame-resistant gloves. They can be used to grab hot pieces of metal and move them around. You may not need to wear them the entire time that you are working, but you will need to have some just in case. The second thing that you will need in a welding shop is a helmet with a faceplate. The faceplate will be darkened so that it can protect your eyes. This type of a helmet serves two main purposes. The first is that it protects your eyes from sparks and other debris that may be flying around. The second is that it protects your eyes from the bright light that the welding torch casts; people have gone blind from this before while they were welding without protection. Finally, you will need to have a good metal table with a vice clamp on it. The table needs to be metal so that you can set the red-hot bits of pipe or other metal on top of it when you are done working with them. The vice clamp is needed so that you will have something that can hold these pieces of metal while you are cutting them or welding them together. It is impossible to hold the metal and work with the welding torch at the same time in a safe fashion, so the vice clamp will make it possible for you to use smaller pieces of metal.
