DM meaning demineralized water. Pure water is actually a poor conductor. Impurities in the water create ions which allow conduction to take place.

One use of non-conducting water would be in a closed loop cooling system for transmission tubes (like for RADAR), where the tubes are energized to several thousand volts, and you do not want current to flow through the water and short out the system.
