Example: in NY area a plumber may make 30.00 an hour but a GS employee would make 20.00 with out the Locality Pay. all GS employees make the same money based on GS level (gs 8 in Kansas makes the same pay as a GS 8 in NY) then they compensate for where you are in the US. By your Locality Pay Area so NY makes makes more with their Locality pay than kansas does for the same job due to the cost of living in that area. gs 8 NY = 22.73 where in kansas for the same job is 20.23. A locality is location geographically. The Federal Salary Council reports to the president on this very subject with recomendations for increases by which locality you work in.
