The term Immigration would only be capitalized if it was the first word in a sentence or part of the name of an organization such as UK Visas and Immigration in Britain, Department of Immigration and Border Protection (DIBP) in Australia, or U.S. Citizenship and Immigration Services (USCIS) in the USA

It should only be capitalized if it forms part of a title. For example, if you refer to an immigration department in full then it should be capitalized.
