In contrast to James Madison's so-called "Virginia Plan" (which represented the interests of larger, more-populated states), the "New Jersey Plan," presented to the Constitutional Convention by William Paterson, drew its support from smaller states. The main principles of the plan were as follows:
-- Three branches of government (legislative, executive, and judicial)
-- A single legislative body (unicameral legislature) in which every state is represented equally; that is, each state receives the same number of delegates in the legislature regardless of size/population
-- The national government was given the power to levy taxes/import duties (tariffs) and regulate trade
-- National supremacy (that is, state laws would be subordinate to laws passed by the national legislature)
In the end, a compromise was reached which combined aspects of both Virginia and New Jersey's efforts into a single plan. Under this compromise (commonly called the Connecticut Compromiseor Great Compromise), the New Jersey Plan's equally-representative legislature formed the basis for one of the two houses of Congress: the Senate.
