It is a reversed apartheids program enforced by the new South African government to advance Black, Indian and coloured people over Caucasian candidates. The advantage is that South Africa is only 2% of the world economy, making this system very advantageous to countries looking for highly skilled non EE candidates. Countries like Australia, USA, UK, etc. are already reaping the fruits of the South African governments decision to enforce this law, since now qualified South Africans are looking else ware for the first time in their storming history of war and oppression since 1652.
