"One can say [that]..." This is the active voice as opposed to the passive in "It can be said [that]...". Or: "It can be argued that..." / "One can argue that..." Or: "In my opinion, ..." / "Most people agree that..." / "Common sense dictates that..." Those are just a few possibilities. I hope they're useful!
