I'm not sure about older models, but the current Golf offerings in the US, the Rabbit and GTI, and probably the A3 can't be ordered with rear fog lights, but they can be added as an aftermarket option. This requires replacing the headlight switch with a European model and running a wire which snaps into the existing wiring harness.
There are not FOG Lights at Rear.

In fog you should use dipped headlights or front fog lights. Also you should use high intensity rear ( fog) lights.
