Get a multimeter, something that can measure DC voltage and continuity. First check the fuse for the headlights. Set the multimeter for continuity. Test across the fuse (you see those two tiny metal pieces barely sticking out of the plastic top of the fuse? Those are there to check the fuse without removing it) by putting on mulitmeter lead on one tiny post and put the other lead to the second post. If the multimeter beeps you have a good fuse. Next pop off the rubber boot hiding the headlight bulb and electrical connections. Twist to remove the bulb from the housing. Careful, don't touch the bulb as the oil from you skin will create a hotspot on the bulb which causes premature burn out. Carefully remove the bulb from the socket. Now check for continuity across the bulb. Same basic procedure but now one lead goes to the bulb housing (the ground) and the other goes to the wiring post. If the multimeter beeps the bulb should be good. If not, replace the bulbs. Both of them. Its always best to replace both bulbs at a time. If the fuse is good and the bulbs test good then you need to turn on the headlights at the switch (don't have the bulbs hooked back up yet). Now set the multimeter for DC voltage. Put the leads to the headlight connectors, one to ground and the other to the positive connector. If you're not getting at least 12 volts (+12 or -12 doesn't matter. All -12V means is you put the red (+) lead to ground and the black (-) lead to positive) then you're probably looking at replacing the switch.

ummm... your brake lights should ALWAYS work whether your headlights are on or not, that's how people behind you know you are stopping.
if parking brake is on, the headlights when first started, will not work until brake is released.

It sounds like the low beam/high beam switch is bad. Fuses are not the problem since they are built into the headlight switch and would cause headlights to blink or not come on for both high and low beam headlights.
Your wire connection to your headlights from your fuse box might be loose or broken somewhere. Try running a jumper wire from your headlights to the fuse box. If the headlight work when you try this, then your wiring has an open circuit and needs to be replaced, or fixed.
