It's the hazard switch. I have a 1998 s90 and if you take a small screwdriver and insert it into the bottom of the hazard switch (on the dash) and gently pry it, it will pop out.
The flasher relay is under the steering column.........the 4ways and the left and right turn is all in the same unit.
