Sometimes you have to beat them off with a hammer or a mallet. But make sure the vehicle is well supported with more than a jack. Just in case the jack slips and the vehicle falls, possibly on you.

On my 2001 Jetta, it is located behind the wheel well of the rear passenger-side wheel. Take off the tire, then the wheel well, and it will be located on the left side (towards the rear) of the well.
The same way you get it off the other three tires.

To remove the rear bumper cover from a 2001 Volkswagen Jetta, start by opening the trunk and removing any plastic trim or covers that conceal the mounting bolts. Next, unscrew the bolts located on each side of the bumper, typically found near the tail lights, and any additional fasteners underneath the rear of the vehicle. Once all fasteners are removed, gently pull the bumper cover away from the body, being careful to disconnect any electrical connectors for lights if necessary. Finally, lift the bumper cover off and set it aside.

There are 2 possibilities... the rear axle shafts may be either broken or splines may be stripped off (common for model 20 axles) or the shifter linkage for the rear output shaft on the transfer case may be broken. Try lifting the rear tires off the ground with the vehicle in neutral and turn the tires by hand... if the driveshaft turns check the linkage, if it doesnt replace the axle shafts!
Remove the lug nuts by turning counterclockwise.
