To replace the heater control valve on a 2000 Jaguar S-Type 4.0, first, disconnect the battery and drain the cooling system. Remove the necessary components to access the heater control valve, which is located near the firewall. Disconnect the hoses and electrical connectors from the old valve, then install the new valve by reversing the disassembly steps. Finally, refill the cooling system, reconnect the battery, and check for leaks.
Try the heater valve.
To replace the heater control valve on a 2000 Chevy Silverado, start by disconnecting the negative battery cable to prevent any electrical shorts. Drain the coolant from the radiator, then locate the heater control valve, which is usually found near the firewall in the engine compartment. Disconnect the hoses attached to the valve and remove the mounting bolts, then install the new valve by reversing the process. Refill the coolant, reconnect the battery, and check for leaks before starting the engine.

A dodge neon does not have a heater valve. The inside temp is adjusted with an airflow control door inside the dash.
2 possibilities: First (and most likely) consider that you might have a faulty dual heater valve. That dual heater valve allows the user to have 2 temperature zones in the car interior, that is, it is a dual heater control. Those things go out. They are kind of expensive. Second thing I would check is the heater core... maybe you got a leak there. Heater cores are hard to get to, to replace.
