There are a series of wires that run from the steering wheel controls to the radio. An electronic circuit could be used, to combine several controls into fewer wires.
The clockspring under the airbag is not connected or needs to be replaced! also the cruse control and radio controls in the steering wheel are probably not working
It doesn't control anything. It is the connection for the cruise switches, horn switch, radio controls(if equipped) and airbag that allow the steering wheel to turn and there to still be a connection.
There are a variety of steering wheels that are available for Cadillacs and they serve many functions. An individual may purchase a steering wheel with radio controls, cell phone control, or a simple traditional steering wheel.
My 1989 has them. I love this feature.

Your car should have the option for 'bluetooth'. look inside the center console compartment for a small black plastic cover, if that is there the car is wired for bluetooth, and you will need to buy whats called a 'dongle' it is a bluetooth device that plugs into that connector then you can use your phone through the cars stereo and steering wheel controls...ect. hope that helps!
The horn fuse is under the hood next to the battery. It also controls the power to the steering wheel's cruise control buttons. The fuse is 10 amp.
