On the 1987 Honda Accord DX I recently acquired I believe all 3 of those things are controlled by the ICU (Integrated Control Unit), under the dash above the hump. It has one connector plugged into it. Maybe yours has a similar unit that is unplugged.
On my Honda accord there is a seat belt control box that is under then passenger seat. Mine was unplugged and cut all power to seat belt alarms and power seat belts

The warning icons, Yes. The back-lighting, no.
If the warning lights come on when you start the car, but then go back off, there is no reason for alarm. However, if the lights stay on, or come on when you are driving you should probably stop driving as soon as you can and take the car to the mechanic.

To reset the dash panel on most vehicles, first turn off the ignition and disconnect the negative battery terminal for about 10-15 minutes. Reconnect the terminal, then turn the ignition back on without starting the engine. This process can reset the dashboard warning lights and recalibrate the system. If the issue persists, consult the vehicle’s owner manual or a professional mechanic.
move the dimmer back and forth and turn the parking lights on and off. sometimes the switch gets wierd.
