First you've got to loosen the tensioner pulley bolt. Loosen both bolts as usual on the alternator and that should give you the slack to take it off. If its already off then to put on a new one.
The timing marks on your 2001 Volvo S40 can be found on the outside of the main pulley. The timing marks will be scattered around the edge of the pulley.
You have to remove the balancer from the crank pulley. There are 4 13mm bolts holding it on. The easiest way is to remove the tire and inner fender tub.
I'm assuming this is the crankshaft pulley you are talking about. If so, then you need a special tool to hold the pulley stationary while you use a long breaker bar to remove the center nut. The tool is available at most European parts sources.

Loosen the Tensioner pulley and push against the spring, and put a nail in the small hole to lock the spring back. Align the Crank pulley, Intermediate shaft, and Cam pulley to TDC, look for the notches for reference. Then put the belt on the gears in that order, and re check. Then pull the nail, and lock the bearing in place to keep correct tension.

On the 1983 model: The large York compressor is stationary and non-adjustable. In order to remove the belt, you have to remove the bolts that surround the large bolt on the crankshaft pulley. Once those small bolts (10mm socket) are removed, the 'split' pulley separates and the belt literally falls off.
