it makes a horn noise when you are in a vehicle.
For the past few weeks a beep goes off in my 1998 Mercedes C230 and I can't locate the sound. No maintanance lights are on, so I am baffeled about the beep.

just do the cheat and it will do a little beep noise
The beep indicates that the power is connected. BTW - try this out, unplug the power from the outlet and plug just the power to the laptop. Notice, the beep will still sound.
