Low beam side is blown. Replace it. Another possibility would be that the multi function lever on the post is bad you can get a new one for around 60.00

Because your daytime running lamps use a reduced output of your high beam headlights. The low beam filament on your left headlight is out. Change your left headlight bulb, and your all set.

To install high beam lights on a 1995 GMC Suburban, start by opening the hood and locating the headlight assembly. Remove the headlight retaining clips or screws and gently pull the headlight out. Disconnect the wiring harness from the back of the headlight, replace the bulb with a new high beam bulb, and reconnect the wiring. Finally, secure the headlight assembly back into place and test the new high beams to ensure they function correctly.
It could be a bad headlight bulb , or fuse # 4 is a 10 amp fuse for the drivers side low beam portion of the headlight
