For most GM vehicles the diagnostic port is left of the steering column, just under the dashboard.
It is on the pasinger side of counscel down by feet. There is a little planel on side of counscel that pops open, revealing it. It is in plain view.
That's a cigar lighter. It's about 8 inches under the dash, left sde of steering column. Black panel cover has tab that opens toward you
Check the fuses. This vehicle should be OBD I.
