The headlights are on two different fuses. The high beams are on one fuse and the low beams are on another fuse. The fuse for the low beams may need to be changed.

Why would the heater wipers and lowbeams on a 1992 VW Jetta not work but when holding highbeams on everything works?

I had a similar problem with my Jetta. It turned out to be the ignition switch. It takes a little work to change it as the steering column has to come out to disconnect the ignition switch from the bottom of the tumbler( where the key goes in). i

Probably a issue with the multifunction swith (headlamp switch). You'll need to test the switch.

Why would the high beams not work on a 1990 Lincoln Town Car with auto headlights and auto dimmer if the dash indicator is lit?

Ok... need a little more info here... but if the high beams work manually, but not with the auto dimmer, my first guess would be that you have a faulty relay somewhere in the system. If the highbeams don't work at all (manually or otherwise) then I would guess the highbeams could be burned out, or you could have a faulty dimmer switch / relay. Good luck! .

What is the problem if the high beams come on but won't stay on when the switch lever is released on a 95 jetta?

On a 95 Jetta you push the lever forward to keep the highbeams on pulling it is just to flash them. also make sure you have the main light switch turned on as well.
